To make things easy for you, I have created a zip file with everything you need to implement this layout. I created three background graphics for this page. The left border, the right border, and a tiny tile for the background to make sure it matches the small piece of background on the inner edge of the borders. The whole thing has been set up in a table with three columns, one for each part of the border and a center column for the content. I used a clear graphic for content in those columns to keep older browsers from collapsing the empty cells. The center column contains a table that is 90% of the width of the cell it is in, with a center alignment so that the text moves away from the borders. As long as the browser window doesn't get so narrow that the borders are forced to overlap the content, this page will look good at any resolution. The design in the border is yet another piece out of one of my clip art collections. The thin gold border and the shadows were aded by me using Corel PaintShop Pro X and the Flaming Pear filter Super BladePro. I created the title and the bar by taking pieces from the diamond part of the border which I cut out and resized appropriately as needed. The font used on the title and buttons is called Kabel Ult BT. I don't remember where I got it but when I looked it up on the Internet, I found it here: http://www.webpagepublicity.com/ as one of their free fonts. Look for the free fonts button on the left side of the page. Although the sample page only shows four buttons, the zip file includes the sample page and the following buttons:
